Does anyone have any idea if and how the the Iraqi dinar exchange thing that’s going on could be a hoax?

My step-father, who doesn’t fall for gimmicks, spent the money on this and received the dinar in the mail. Can someone tell me how this might be a scam? It’s too easy, it can’t be real, can it?
